The basic idea of this scheme is to upgrade the people those who are not fully skilled. for them,the skill tests are conducted under this scheme and certificate will be issued to them onqualifying the skill test.creating opportunity for the qualified student inArtisen to technocrat to appear for diploma/ degree course to bring their level upto the  “technocrat”. This is one of the vocational education scheme in which no bar for age and education qualification. Education qualification for vocational diploma of Dress making, Cutting & Sewing ITI pass or SCVT, NCVT pass.
